  Problem Description... A fast-path string with data base
                         specified as D=* (i.e., QW item D=*) when
                         no user data bases are defined results in
                         the invalid parm message.  Since the batch
                         ROSCOE interface defaults data base to
                         '*', the batch ROSCOE interface gets the
                         invalid parm message anytime data base is
                         not specified as 'M' when no user data
                         bases are defined.  This zap eliminates
                         this problem by forcing the data base
                         specification to 'M', no matter what the
                         user specifies for data base, anytime no
                         user data bases are defined.
